Certainly Egwene made good decisions, but I felt she made too many bad as well, and like you said they would had a large impact either way.

I also agree regarding Cadsuane, I also think Cadsuane would be far less likely to be manipulated into taking certain actions, unlike Egwene who Rand was able to manipulate into bringing all the rulers to Merrilor quite easily.
