I was also certain Mat would have been bound to the horn. Overrall, I honestly felt the book would have needed a couple hundred pages more to wrap things up properly.
I'm pretty sure that he is tied to the Horn. The Heroes are all way too friendly with him. This is Mat, he's a trickster and I'm sure all the other Heroes are having an awesome time making him the brunt of a joke.
