I should hope not. And if you think Cadsuane will kneel for Tuon, you've got another thing coming. More likely, Cadsuane will kidnap Tuon, and paddle her bottom till she sees sense.

The WT authority is near an all time low, and world powers are balancing each other out. In order to keep the WT in check, the patten needed a less ambitious leader.

Ummm... Egwene had exactly the right ambitions. Rather than have the Tower try to dominate all the new channeling organizations that were revealed, she instead curbed the Tower's tendency for control and worked out a deal which treated all these organizations equal. Rather than trying to use Mattin Stephaneos when he was in her power, she let him go free. Rather than kick up a fuss, she accepted Elayne being made supreme commander. Rather than start an open fight about Elayne's plan for the Kin, she let it pass for the Last Battle.

Cadsuane is likely to be a lot less patient about many of these things. Anyone who thinks Cadsuane is less ambitious for the Tower is plain wrong.
