I mean she actually valued the opinion of Daigian! Shocking that she would listen to a brilliant woman who was weak in the power!
IMO the difference between Egwene and Cadsuane is that Cadsuane is a hypocrite. She'll break custom, ignore laws etc ... But then slap others for doing the same. Cadsuane spent too much of her life as the top dog. She's never had to defer to another ... Sure Norla did something 250+ years ago, but it just gave Cadsuane her Paralis Net that makes her even more ridiculous
