I had always assumed from the way it was presented that it would be Gawyn's choice, whether to bow or break the neck, but I see now that it was an assumption, and many of Min's viewings showed events that would occur outside of the control of the people affected.

However, in saying that I believe Sanderson had stated at some point that the vision had yet to come about, which would date it past Mesaana's lessening of influence.
