Perhaps this is some kind of ward that balefires the user should they attack Demandred. Or perhaps it's just a badly worded way of Demandred saying he can control the sa'angreal enough to shut down the buffer and watch Taim fry from the flows.
The warding is probably inverted, considering Taim can't see it. It's attuned to Demandred and if the flows are directed at him, the ward activates and kills the user. It could be similar to the ward Rand wove around Callandor, promising a nasty surprise to someone who tried to take it.
