Just because Semi said such cases often result in terminal madness does not mean this is so. It may be that every case does, or 1 in 5, or 1 in 5,000, or 1 in 5 million, or none ever; we have no way of knowing.

The soul that is Rand al'Thor, and Lews Therin (RJ has said that it is one soul with two personalities)is already bound to the Horn, I doubt that blowing it will do anything to reconcile those two personalities. The only way I can see that happening is for one personality to die. I think that is the basis for the "to live, first you must die" answer the fins gave Rand in TSR.
