But I think its a combination of factors. Elaida from her PoV's is doing what SHE thinks is right, and is to proud to admit she's wrong. Fain I think planted a few seeds, if they were not already their, given her Red Ajah prejudices.
Coupled with the increase in crime and violence...though, I'd say its primarily the DO's influence.
