If you think about it, that scenario is pretty absurd, unless the Seanchan have found a way to make Aes Sedai damane get around the Three Oaths. If they had ANY such technique, don't you think Tuon's der'sul'dam would be aware of it, and be using it with her Aes Sedai damane to rescue Tuon? If the possibility of people coming to harm makes a weave a weapon, then a loophole like "calling lightning against the TOWER not the people in it" will not suffice.


As said above, Accepted and BA wouldn't have problems to be used in a battle. Besides that, it was demonstrated in KoD, ch. 37, how relatively easily AS can feel threatened or in danger and then use the OP as a weapon.

In any case, even if the Seanchan will just raid the WT, it could lead to a great battle with the other armies nearby.
