She should be closer to 65 in post-healed strength not 35 which seems fairly high up IMO. Despite that though it seems the intent of the list and the way it's used as a resource is meant to be linear. I suspect RJ didn't have many low ranking Sisters in the grand scheme of his character profile so 35 probably is very low in terms of named Sisters so it feels like a massive plot hole given how clearly weak Lianne and Siuane were portrayed in the books.
