As for Cadsuane, It appears that there are contradictions within the book itself. In Nicola's entry and Tamela's, she is said to be the same level as them, ie. Level 9(+4). But in her own entry, and in some other places, it is listed as Level 5.
Looks like RJ himself had different ideas about this, but they must have settled on Level 5 for her, since that is in her entry But they messed up and didn't make the changes in the other entries.
Or there is more to her entry that's not currently viewable in the preview information. Point being we don't have the full document at this point in time so there are a lot of questions
