It can, and WAS to Perrin in AMoL, be done with TAR. To say nothing of compulsion itself. Which though fairly light case as compulsion goes, is by extension why bonding a Warder against their will is stated to be seen as equivalent to rape.

That stuff was only changing one thing or imposing a motivation, not erasing his memories or personality.

First, who said anything about a complete overhaul?


Second... Even that kind of thing has happened in WoT. Between the stronger, of at least more blunt, forms of cumpulsion effectively crushing people's minds and turning them into meat puppets, and Moghedien using TAR to turn Birgitte, mind and all, into a toddler. Even threatened to give Nynaeve the mind of a horse.
