We don't know he hasn't, just that we haven't seen him at any. For that matter, we've seen Ishy at meetings where no one else did. 

It would be remarkable if none of the Forsaken ever commented on him. It also doesn't make sense that he would miss the pre-Cleansing meeting, which was obviously very important. Moridin asked where Semirhage was, implying that she was the only missing Forsaken. Aran'gar also comments on the empty chairs at the Forsaken meeting in KoD and wonders who they belong to.
