The Shadar Logoth evil has always existed and is generated in response to the Dark One presence in the world. In fact, it solely exists to fight the Dark One, only in the wrong way--through suspicion and paronoia, the kind of stuff that fuels things like witch trials.
The Dark One is imprisoned in the sense that he is trapped outside the pattern and can't mess with it like he wants. That's the whole reason why he exists, to break down order, whatever the creator has made.
