Perhaps I'm wrong, but I have suspected that the DO wants the seals to remain in place. I got the impression that the remnants of the patch are serving to hold open the bore. That being said, your theory sounds plausible. It will be interesting to see what the truth is.


That's based off of Herid Fel's idea about clearing the rubble before building. I think the DO wants the seals broken, but he may realize that Rand will break them himself, so they're not a priority for the DO or Moridin. Moridin at the Forsaken meeting in KoD didn't seem to think the seals were very urgent.
