Although Caemlyn might make sense for Rand, Mat, and Perrin, the Horn is still in the Tower as far as we know, and I doubt Rand and Mat will reunite before Mat's journey to the ToG. (I suspect Rand's surprise reunion with Moiraine will be a highlight of the book; if he meets with Mat beforehand, he'll learn what Mat is up to, which would drastically lessen the impact of Moiraine's reappearance.)
