I agree, I don't think Mat and Rand will (or should) meet before Mat leaves. I think Mat won't wait the 30 days, he'll have Thom pushing him plus he knows the Last Battle is coming, I doubt he wants to sit in Caemlyn out in the open very long. So when he returns with Moranie, Rand might be already in the city, along with Perrin and possibly an embassy from the WT.

Additionally, as RandAlThor pointed out, TV would be a very hard sell for Tuon, or any Seanchan really.
