It doesn't matter how strong the balefire was when Rand used it against the palace. Even if it was strong enough to destroy the palace before it was built, the Pattern wasn't rewoven to put Graendal at a different hideout.

So if Graendal was in the palace when the balefire destroyed it, she's gone.

Personally, I think she's dead. The level of Compulsion she normally uses is so strong that she can't just unweave it and the victim is returned to normal. It's been noted several times that she literally destroys the minds of anyone she uses it on, to a greater or lesser degree. If Nynaeve can't find traces of the Compulsion that was used, Graendal is dead.
