Why did Mordin tell Rand that Balefire kills forsaken permanently? Does he want Rand to kill them off forever?
Moridin doesn't care about the Forsaken, he wants the DO to be free so he can unravel the Pattern. Using balefire destabilizes the Pattern, something that the DO wants. Basically, using balefire to excess serves the Shadow in the end.

If she really was Cadsuane, she'd run the idiots who can't grasp the obvious off, too. *NM*
