One of the rogue Asha'man mentions getting orders from both Taim and Demandred, which both disproved Taimandred and confirmed that Demandred was involved with the Black Tower. And while it's perhaps not 100% impossible, I find it very unlikely he'd be involved in Tear at the same time.
And I don't believe we've seen the person Demandred is posing as, actually, if he's posing as anyone at all. He might not be. If we have seen him, he'd likely be one of the early Asha'man, I suppose.
