KoD was choppy in several places also but there's much ground left to cover and not much time to do it. The main place I agree with you is previous books moved around a lot, but usually stuck with whatever character group they were on for two or three chapters before moving. Sanderson seems unable to have consecutive chapters on the same group of people.
It's a fine line to walk when you separate characters. Too much time with one group the others are neglected, but move around too much and readers get disoriented. Ideally you spend enough time on a group to advance their storyline then maintain suspense by returning to another, but veering too far either way is an easy mistake to make.
I'm not done yet, but IMHO it's the best book since #7. Perhaps the best since #6.
