From a plot point of view -

It didn't make Tuon decide to ally with Rand.
If it was Tylee as the target, she escaped.
If it was the Tinkers none were killed.

Given it's mentioned later on by Tylee to Tuon it really seemed like a random attack with no consequences.


It did have consequences. It delayed the Seanchan attack on the WT. If the Seanchan had attacked earlier then Egwene would not have had teh time to win over all the sitters. The Black Ajah would not have been revealed by Verin. Small action, big consequences.
