We always say "the Borderlanders", but actually there are 4 factions with 4 different rulers. Demandred would have to control each ruler to have an effective control. Seems too difficult. It also doesn't really fit with other clues, e.g. the events in the south linked to Demandred & "his friends" or that Demandred is now gathering for war.
