It never seemed a question to me that The Creator controlled The One Power or at least that She/It brought it into being to drive the Wheel of Time, but I'm not certain if the Dark One controls the True Power or if It/He is also the source (I believe it is the latter based on how the Bore was accomplished). But If they create a seal using saidin and saidar which reinforces a portion with the True Power on the side where the Dark One is...the Dark One would have nothing to taint, even if It/He touches it - it would be like David beating Goliath by tying his fingers and shoelaces together rather than needing to kill him.
