Perhaps this viewing has something to do with the Seekers for Truth who tattoo themselves with ravens and towers. Perhaps she will bond one (she does not have a warder) or will be questioned by them.
As for Egwene's council, one of two things will happen, IMO:
1) she will still seek their advice so as to help heal the schism between the tower factions (as to not seem biased toward the Tower hall).
2) she will have them serve penance as they were among the leaders of the rebel Aes Sedai, and she specifically mentions that they did a terrible wrong in breaking with the tower.
