Just as important as reaching your full potential is your maturity, comfort level with the One Power and ability to handle yourself under pressure. Often, it is not the strongest channeler who takes the lead in Circles, but the ones with the most expertise - for example, during the raid, Egwene puts the most mature Novices in control of the Circles and not the strongest.

I don't see her using this as a way to boost the Power of the initiates since a lack of control and maturity with access to so much Power could be too dangerous.

Also, I don't think they channeled for long enough in the Circle to be "forced" - perhaps some of them came closer to their full potential, though.
