Moiraine was careful not to trust others in her quest. And as others have said, she had an extra reason or two to be wary of Verin.
Bascially, I think that Moiraine essentially considered AS to be in the BA until proven otherwise. Though, she may have not been so careful around 'friends' from Novice/Accepted times - for example, I'm not sure she'd have considered the possibility of Sheriam being BA.
