Mesaana is indeed not of the Black Ajah. Therefore she could have passed the test by simply saying "I am not nor have I ever been of the Black Ajah," even after swearing the Oath. I don't have my book handy, and I'm fairly certain that this part was rather glossed over with the Tower Aes Sedai (the scene in question was only referred to).
