Nynaeve did say something about Semirhage being very powerful and that she could create havoc if she got free.
While true, what is the significance of this statement? Anyone from Cadsuane to Aviendha to Alivia to Nynaeve herself is strong enough to create havoc. Add to that Semirhage's superior knowledge, and Nynave is spot on.
Says nothing about Semrihage's strength. In fact, I'd argue that a lack of comment from Nynave implies that she is equal to or stronger than Semirhage, since Nynaeve has always been uncomfortable around women stronger than her.
But I just found it strange that she didn't once comment on Semirhage's comparative strength to her own. Nynaeve is usually quite touchy with regard to channelers approaching her in strength. Alivia being a case in point. As is Sharina.
Maybe she is stronger? Or maybe Semirhage is her equal (makes thematic sense, at least).
Now, even the lowest estimate of Semirhage's strength puts her at a higher level than Nynaeve's current strength - after all, Moghedien is currently equal to Nynaeve.
Currently? This was way back in book 4 dude. Eight books later, and with being forced after using the Choedan Kal, I think Nynaeve is much closer, or actually at, her potential.
I saw your post below, but no. Nowhere in aCoS does Nynaeve imply that she is only as strong as Moggy.
But we didn't get any thoughts about it from Nynaeve's many viewpoints involving Semirhage.
Which, to me, indicates equality, at the very least. May also explain why none of the Aes Sedai don't comment. They're used to this level of strength, one of their own is as strong or stronger.

Reducing the number of people holding the shield, reduces the strength of the shield correspondingly
