It was mentioned that a third of AS had sided with neither faction, and some of each faction would have been missed by Verin or have travelled away/escaped from the Rebels.
So I estimate somewhat over 100 Black Ajah.
Combine with hundreds of Ashaman (and remember that the most powerful were selected by Taim) and you have a not insignificant force. Plus there are Black Suldam and Black Windfinders. I actually doubt there are many (if any) Black Wise Ones though, as they seem to have an induction system that could detect that (plus the Shadow never placed many agents with the Aiel.
