A: If you mean Perrin's vision of him as a begger with a blindfold, Yes it has been fulfilled by those actions".
You can't get any more direct than that. Dom Audy at 13th Depository had worded the question that way because he was afraid of an RAFO, but Brandon confirmed it right out.
I then followed it up with "and the staff?" I had "misremembered" Perrin's dream I thought the staff was in his dream. And Brandon said "yeah and the staff too" I'm not sure he was any clearer on the exact details of the dream, I may have put words in his mouth, but Maria Simmons Wot fact checker extrodinaire was sitting right there and didn't speak up, so my impression is that Min's dream probably has been confirmed also.
Edit: Obviously a lot of Egwene's and Perrins dreams are like all prophecies, they are highly symbolic. I'm sure that the blindfold symbolized the fact that Rand has lost his way and cannot see clearly. He is blinded by paranoia, rage, and general darkness at this point.
