Rand only managed to break free when a few of the knots "went hard," i.e. the Aes Sedai maintaining the Weaves tied them off.

Additionally, Rand is significantly stronger than Semirhage in the Power, and (correct me if I'm wrong) we don't have that good of a gauge on the relative strengths of the 3 AS holding Semi versus those who were holding Rand. Galina Casban was one of them, and she was head of the Red Ajah, so I'm guessing her strength was not miniscule. But yes, the issue of shielding Semirhage is a big issue.
