This chapter showed Rand the results of good government, but does not resolve his conflict with Fortuona on the channeling thing. I think that this chapter foreshadows the theme of the rest of the series. Rand sees the importance of love and the people, and I think that this makes him ponder what he really is--the Dragon, a man who had the love of those who followed thw Way of the Leaf. Fortuona will have to see what SHE really is--a channeler. Egwene will have to realize that Aes Sedai NEED the Seanchan, though they hate them. And so on. The Wheel weaves as the Wheel wills and this chapter foreshadows the lessons each main character must learn.
