the agreement was basically, I'll let you travel to Caemlyn, but you need to read this letter in 5 days. Mat wasn't willing, so the other agreement was, that if he doesn't read the letter, he needs to wait in Caemlyn for 30 days.

I think that was Verin's aim all along - she wanted Mat to stay in Caemlyn for 30 days.
