It comes right after Bayle Domon tells him it was made in the AoL, so therefore is "Aes Sedai work."
I always thought that it was simply Rand imagining it, as it was made by Aes Sedai, who he was brought up not to trust. i could be wrong though...

I don't recall anything similar ever being mentioned again, or any explanation being given.


It's probably just Rand's imagination, because he connects the bridge to the - at this time still ominous - AS : "Aes Sedai work. One thing to hear about it, another to see it, and touch it. You know that, don't you? For an instant it seemed to Rand that a shadow rippled through the milk-white structure." (EotW, ch. 26) Note that Ishy warned of the AS in Rand's dream not that long ago in ch. 14.
