Norine was greedy for power and hated Alviarin for it but more than anything thinking like a forsaken, would Mesaana ever bow to Alviarin? also Norine is no one really in the tower, shes not in a position to pull strings, Mesaana as a character would have to be in a place where she can sway people to what the dark one wants, I bet shes a sitter and one of the new ones, a position of power left open and taken in or the same way as Semirhage took hers! im sure of it and most likely the one i mentioned, Norine is a nobody who thinks she should have power but cant! In short Juilaine is in a position of power and only got it recently by a very unusual route while norine...well shes a white who has no power what so ever! to place her in the white makes no sence unless she just wants to hide and only hide....is mesaana not trying to cause chaos? I don't believe for a second Norine is the one.


As it is stated in the Guide about Mesaana: "It has been said that she was always interested in real power, not the appearance of it. Appearances were never important to her."

Thus a less important Sister like Norine fits Mesaana better than a Sitter or an Ajah Head, especially if Norine's attempt to become Keeper was just a ruse to create more animosity towards Alviarin. Besides that, being a prominent power in the WT, is more risky since it's easier to be detected, e.g. if Mesaana would behave strange in a Hall meeting.

On the other had, it's stated that Norine is "vague like a Brown", and Alviarin was surprised by Norine's behavior in KoD, prologue. That points to a disguise.
