Apparently, Harriet has been quoting 'The Gambler' when asked on this tour. Tor really wants these published, Sanderson advocates for them not being published. Harriet seems on the fence, which is understandable since I think that's where most of fandom is as well.
I don't think any decision will be made for a while. If they get published, I think it will be the prequels and it'll be announced several years after AMOL's publication. The success of the Enclyclopaedia and fan reaction to it will probably be a big deciding factor. The outrigger novels are much less likely IMO.
So, I put it at 50/50 or a bit higher for prequels being published. I think that the outriggers have much longer odds.
