And that tension will certainly not be created if the Light has been defeating the Shadow hordes in every major battle through the superior tactics of their genius level leaders.
No, the Shadow has to have overwhelmed most of the human lands by that point, and must be on the verge of overrunning the last human defenses, probably in Tear, Illain, Ebou Dar and maybe Andor, just like in the War of Power. Back then, the Shadow was on the verge of victory when Lews Therin launched his desperate strike at Shayol Ghul.
The same will have to be the case when Rand assaults Shayol Ghul again. And for that to happen, the Shadow's military forces somehow need to overcome the great military minds of the Light.
Believe me, this story won't end with the Shadow held at bay at Tarwin's Gap, and maybe raiding a few random countries further south, while Rand attacks Shayol Ghul.
No, it will be a far more desperate situation than that. So, to get there, Demandred and Taim are going to have to shoulder a heck of a lot of responsibility, unless the Shadow has more able leaders hidden away up their sleeve somewhere.

You're ignoring the power of the Dark One. When he unleashes the last battle, he's going to also put forth his own power, and blacken the sky, rain fire and do all other things to terrorize the light. It's been seen in visions and prophecies all ready.
The Shadow only needs a few million Shadowspawn, and not only Trollocs - there will be draghkar, worms, fades and other things we haven't seen. This time, the Light's channeler's won't have free reign and target practice on these creatures. The Forsaken and dreadlords are going to slice their weaves and attack them directly, leaving the soldiers to fight these enormous beasts, with small contributions from the channelers. None of the Light's generals knows how fight a battle that is primarily governed by massive use of the One Power, and Demandred has done so on countless times. Even Taim can adapt to that thought quickly, and is surely already working on tactics to do so. The Aes Sedai and Ash'aman dreadlords will betray their bretheren's tactics and undermine them. Personally I don't know how the Light would survive such a contest. It will most likely buckle and win only at the instant that Rand wins.
