You don't need to rule Murandy to bring Shadowspan there through Waygates (are there Waygates in Murandy? I don't remember.)

I rather suspect he has a hand in the Black Tower.

Or he could just be blustering He could be ruling a mud hut somewhere and he'd make it sound like he was Emperor of the Universe! I don't think we've seen any Waygates in Murrandy, but let's face it, RJ/BS can place a dozen of them there if it suits the plot.

I tend to think Moridin is in charge at the BT, but it's certainly possible that Demandred is there instead (RJ did go out of his way early on to make us think Taim was in fact Demandred).

I like the idea that Demandred has been working the Amadicia/Gheldan/Murrandy area all this time, stirring up Whitecloak plots, Dragon sworn armies and generally softening up the region for the Seanchan to stroll in and take over. If he was manipulating Niall, Roederan and Masema he'd have tremendous ability to sow chaos.

It also plays nicely into what Semirhage was up too with the Seanchan.
