If it was a movie, it would suffer all the problems we're talking about with WoT. However, unlike WoT, ASoIaF is relatively low on big special effects requirements, so it can work on TV. WoT would need an insane budget to work either way, on TV or film.
As for ASoIaF they've finished filming the pilot (starring Sean Bean) and are waiting for confirmation or not that it's going to be a series, which we should hear about in March.
