Demandred wants to defeat Rand. He's not going to accomplish that with a bunch of Murandians.
But with the location along with a whole ton of Shadowspawn brought in via Waygate he'll be at striking distance to Elayne, what better way to get Rand to come for him than threaten Elayne?
Does Demandred know about Rand and Elayne? Everyone thinks that Doilin Mellar (a.k.a. David Hanlon) is the father of Elayne's babies.
