My question with Verin is that she seems to have been a late bloomer to the BA, most of the women we've encountered over the series all joined up pretty early on in their AS career (like the first 5 years) and spent the majority of their lives as BA... Verin is an anomaly in that if she has been BA for 70 years she must have been quite a bit older than the standard recruits. Given that she's graying she should be in the 200+ range, but at a minimum she's 150 so she clearly spent a lot of time outside of the BA ... given AS habits, seems like she'd be the equivalent of a Wilder in the BA and thus have more trouble working her way up.
Besides that, we also know that Mesaana visited Verin twice. Obviously Mesaana also visted two other leaders, namely Alviarin and Sheriam. It makes sense that Alviarin gave Mesaana at least the names of the important Supreme Council members.
I think this makes a stronger case for Verin being high up in the BA rankings than just about anything else. So far only top level DF get personal visits from the FS. Suroth, Caridin, Aliviarin, Sheriam. Delana may have also been high up in their ranks since Halima sought her out specifically.
I'd be willing to bet that Evanellien is high up as well since she keeps getting mentioned and Verin hadn't caught her out yet. And potentially Duhara since she is consistently placed in the Hall or as Keeper to non-BA Amyrlins, seems to me that they wouldn't allow just any Black Sister to be Keeper!

If I'm right (which is totally debatable), the SC could like like:
Alviarhin
Galina
Sheriam
Verin
Evanellien
Duhara
Delana
Valina
All of these women seem to fit the bill as they are all fairly strong in the OP but not at the very top of AS strength. They could have hidden themselves to a degree, meaning that there are several dozen women in the Tower of similar strength even at Sheriam and Galina's level.
For Verin's purposes though it would have been very easy for her to have narrowed down to a manageable number of women to investigate. And once she had figured out who the SC was it would have just been following the connections over the course of the years.
