I don't think the rules changed.
There were two ter'angreal that allowed someone to enter Tel'aran'rhiod. The first one was given to Egwene by Verin that did not require channeling to use. The second dream ter'angreal one was acquired from Joiya and Amico (the Black Ajah members) in Tear. The second ter'angreal required spirit to be channeled. Elayne was able to make copies of the second ter'angreal.
In the Dragon Reborn when Mat was healed by a circle of Aes Sedai (Siuan, Leane, Sheriam, Serafelle, Alanna, Anaiya, and Verin) using an sa'angreal. The sa'angreal magnified the total power of the circle. Just as Eqwene's circle power was magnified by the use of a sa'angreal.

I've always found this circle odd... why no Yellows? For that matter only Alanna and Anaiya have ever been mentioned as solid healers! Given the fact that Siuan is about to pass out after healing a couple of men and then Gareth of poison, I find it surprising that she would have taken the lead!
I suppose it's merely one more example of AS only see the value of raw strength and not paying attention to the value of a weaker sister with a heap ton of Healing Talent in their circle!
