Their culture is explained when Rand goes to Rhuidean. It was the circumstances that led to this. However, as far as age, it is not unfeasible for a person to reach 600-800 years.
So it is possible that there are Wise Ones, even some damanae who are only five-six generations removed from the Breaking.
