They are more orderly because they kill those who don't follow their very strict rules. These people live in a police state more harsh than anything we can compare to in our world.
It seems that beneathe the order keeping mechanisms of Seanchan society there is a great deal of economic freedom. The leashes are an order keeping mechanism, but the oath rod is a better one (than the leashes). Both confine the actions of channelers, but the oath rod allows for more flexibility of thought and action within channelers without enslaving them utterly or having to worry about suldam. Most vassals in most nations swear fealty to their ruler, the oath rod ensures that fealty sworn is fealty served.
"Order keeping mechanism?" REALLY? They are a device enforcing slavery. Any device that can strip a person of their free will is despicable, no matter what the benefits.
And there is a reason the Oath Rods were called "Binders" in the AoL and only used on criminals. The fact that they cut your life in half is reason enough to destroy them..
