There are no 'ideal societies' in the WOT. But peasants are people too, and I would rather be a peasant in a society that values law and order and is very stable, than in a place like Tear and Cairhein. Remember, upward mobility in a medieval society is almost non existant; so if you are going to be a farmer, you want to be a farmer in a place where you feel safe. It also seems that incompetence in rulers is far less tolerated in Seanchan, so that it seems likely that most peasants would be better off...

Provided they don't channel. of course.
