They are the only significant force yet. Rand clearly doesn't have a big tie to them, and those he does have a tie to are clearly in the minority of Sea Folk power-wielders. Harine is pretty much a tool to spy on Rand, scorned by her society (tGS, A Tale of Blood, "'Tell me, Harine, were you punished much for your part in our agreement?' 'I was hung up by my ankles naked and strapped until I could scream no more'";).

An army of 500 Windfinders striking the coasts of Randland at TG would not be insignificant.

Remember also that the Sea Folk have bargained for ownership of land near several major cities (Caemlyn, Cairhien). This would make the perfect foothold for launching a pinpoint attack, especially if the Ways and travelling are not available.

Finally, back to Harine, we know that Demandred is meant to be keeping tabs on Rand along with Dashiva; aside from Rand's mostly trusted cohorts, the one outsider who manages to spend significant time around him is Harine. She is even willing the betray Sea Folk secrets about male channelers in order to get a question she can ask of him - she saves this, possibly in order to find out what Demandred wants to know first.

I know there's lots of speculation here, but I'd say that the Sea Folk are at least as viable a place as Murandy.
