he mentions that he was never that lucky when he was younger.

None of the ta'veren effects were in evidence when the characters were younger, at least not to the degree they are now.

In tEotW did young Rand comment on all the people around him miraculously surviving falls from rooftops all his life? No. The strength of the ta'veren effects has obviously ramped up over the course of the series, Mat's luck included.
