We don't know exactly what Asmo said, since Rand only paraphrases it. Though that "there were limits for one man by himself " might actually indicate that certain tools and/or cycles could create larger Gateways, as said e.g. at the Sharom to create the Bore.

Anyway, which maximum size Gateways have, might be a good question for BS!
