RJ was quite unforgiving with these things. Just like Liandrin will never break the shield on her and Galina will never leave the Waste. Even non-df's who are selfish or petty see long lasting punishments... Amathera will never be Panarch again, and while she seemingly has found love and a life, she's "been put in her place", Siuan and Leane both suffered dramatic loss in OP Strength for their lying and meddling etc...
I imagine the next we see of Suffa she'll be a good damane, probably in Tuon's personal retinue and maybe with more control of her Foretelling
